INCA Community Services is a Community Housing Development Organization (CHDO) Certified through the Oklahoma Housing Finance Agency (OHFA). As a certified CHDO, INCA is qualified to apply for special set aside funds through OHFA in order to meet the housing needs of the communities we serve.
INCA is also certified through the Oklahoma Department of Commerce (ODOC) as a Community Based Development Organization (CBDO). INCA as a CBDO is engaged in numerous activities, including housing counseling, advocacy, weatherization, energy education, and homeless assistance that are critical to the overall process of community-based development.
Housing is an essential need for every individual, but often there is a gap between finding and maintaining safe, decent housing and being able to afford it.
Homeowner-Occupied Rehabilitation (HOR)
INCA operates a program for the rehabilitation of owner occupied dwellings in the four county area. The rehabilitation process employed by INCA provides the owner with safe, sanitary housing and helps to stabilize the prevailing market rate for the unit being rehabilitated by reconstituting the integrity and appearance of the structure.
USDA Housing Preservation Grant Program (HPG)
USDA Housing Preservation Grant Program (HPG) will be used to fill the gap in housing needs for lower-income families whose homes are substandard and address health and safety issues. Activities in this program include, but are not limited to:
- Plumbing
- Roof repairs
- Electrical repairs
- Heating & Air
- Handicap accessibility Features
Homebuyer Education Program and Housing Couseling
"Dream to Reality" home
A home is usually a family’s most important asset and most significant investment. Homeownership can increase family stability and self-sufficiency and result in safer, more stable communities. In order to increase homeownership, improve a family’s assets, and stabilize neighborhoods, INCA’s Homebuyer Education program offers both pre- and post-purchase housing counseling, debt management and credit repair advice, and predatory lending education.
All services are offered in English and are designed to help low- and moderate-income clients prepare for successful home purchase and ownership.
If you have not owned a home in the last three years, you can qualify as a "first-time homebuyer.” Our homebuyer education and counseling process begins with an orientation session during which we introduce you to INCA’s program and work with you to help determine if you are ready to purchase a home.

Affordable Rental Housing
INCA offers affordable rental housing at select apartment complexes and scattered housing sites. We welcome all assistance programs including Section 8, and will work with you to find the best fit for your needs.

Homeless Program
INCA Community Services is an active Board Member in the Southeastern Continuum of Care.
A Continuum of Care is a community plan to organize and deliver housing & services to meet the specific needs of people who are homeless as they move to stable housing and maximum self sufficiency. It includes action steps to end homelessness and prevent returns to homelessness.
Homelessness Prevention and Rapid Re-Housing Program
The Homelessness Prevention and Rapid Re-Housing Program provides financial assistance and services to prevent individuals and families from becoming homeless and help those who are experiencing homelessness to be re-housed and stabilized quickly.
The funds under this program are intended to target individuals and families who would be homeless if not for having this assistance.
The funds will provide a variety of assistance, including: short-term or long-term rental assistance, housing relocation, stabilization services which include security or utility deposits, utility payments, moving cost assistance, and case management.
